The ARA range functions as a single liquid market: product moves between the three ports by barge and pipeline, so allocation decisions are made across the range rather than at one terminal.

How it runs
Each stage is confirmed in writing with the terminal operator before the next one begins. Nothing is assumed on a verbal allocation.
Buyer or seller nominates the ARA terminal; MIPEC confirms it accepts the product and the intended transfer type.
The TSA or lease is reviewed for validity, term and injection rights before any allocation request.
Tank numbers, capacity and segregation are agreed with the operator and recorded in writing.
Dip test authorisation is issued, an independent inspector attends, and the ATV is released.
Product is injected tank-to-tank, or the nominated vessel or barge loads within the agreed window.
Tank receipt, Q&Q report and title transfer documents are circulated to both parties and their banks.
